Thanks for the detailed reaction @Red86. I must admit that I thought the story might be too extreme for this site but it seems to have been well received.
I've always been fascinated by the various regimes intended to reduce crime but I genuinely DO NOT think that systems such as this are at all a good idea. It's just that imprisonment is horribly expensive and completely ineffective. It would not surprise me at all if some state, somewhere had the idea of using convicts in a very similar way to the American chain gang.

Oh yes, the knife: he did have it; it was a bad decision.
